Top and Excellent University UNPRI Establishes a Strategic MoU with the Rokan Hilir Government: Expanding Access to Education and Human Resource Development in Negeri Lancang Kuning, Riau
Education and Local Government Synergy: UNPRI Expands Strategic Collaboration in Rokan Hilir Regency
UNPRI, Pekanbaru – A Memorandum of Understanding (MoU) signing ceremony between Universitas Prima Indonesia (UNPRI) and the Government of Rokan Hilir Regency, represented directly by Regent H. Bistaman, has taken place. The MoU signing was held on Wednesday, October 16, 2025, at 8:00 PM WIB, located at Istana Kopi King Pekanbaru, Jalan Riau No.70–78, Padang Terubuk, Senapelan District, Pekanbaru City, Riau Province. This moment marks an important step in strengthening collaboration between higher education and local government, particularly in the field of human resource development in Rokan Hilir Regency, Riau Province.
In the MoU signing, UNPRI Rector Prof. Dr. Chrismis Novalinda Ginting, M.Kes., AIFO-K., who was unable to attend, was represented by Vice Rector IV, Dr. dr. Ali Napiah Nasution, MKT., MKM., Sp.KKLP(K). Also present were several UNPRI leaders, including Dr. Salman Faris, S.Si., M.M., Director of Universitas Prima Indonesia PSDKU Pekanbaru; Dr. dr. Muhammad Faridz Syahrian, M.K.M., Director of RS Mata Prima Vision; Juliana Br Ginting, S.P., Head of the Finance and General Affairs Bureau; and Wirdah Rezeki, representing the UNPRI Cooperation Bureau for the North Sumatra–Riau region. All attendees participated in a warm atmosphere filled with a spirit of collaboration.
The signing of this MoU represents a shared commitment between Indonesia’s leading and outstanding university, UNPRI, and the Government of Rokan Hilir Regency to enhance the quality of local human resources (HR), open scholarship opportunities for outstanding students, and develop innovative academic programs relevant to regional needs. In addition, this collaboration includes internship programs for UNPRI students in government institutions, soft skills training and development for the community and civil servants, joint research and community service, and the placement of practitioner lecturers who can contribute within local government environments. Both parties also agreed to develop curricula based on industry and regional needs, utilize shared facilities and infrastructure, and organize seminars, workshops, and other relevant activities to strengthen the implementation of the partnership.
This collaboration becomes even more relevant with the presence of the Off-Campus Study Program (PSDKU) of UNPRI Pekanbaru, which has been officially operating since March 3, 2023, based on Decree Number: 016/SK/R/UNPRI/III/2023. The official launch of PSDKU took place on July 10, 2023, and was attended directly by the Rector of UNPRI. Currently, PSDKU UNPRI Pekanbaru offers six study programs: Bachelor of Medicine, Doctor Profession Education, Bachelor of Management, Bachelor of Psychology, Bachelor of Information Systems, and Master of Public Health. The presence of PSDKU plays a vital role in supporting the implementation of the MoU, particularly in providing access to higher education and professional training for students from Rokan Hilir Regency and surrounding areas.
In addition, this collaboration also opens opportunities for young people from Rokan Hilir Regency to continue their studies at UNPRI’s main campus, located at Jalan Sampul No.3 Medan Petisah, only about 150 meters from Royal Prima General Hospital on Jalan Ayahanda Medan. With various levels of education ranging from Bachelor’s, Professional, Master’s, Specialist to Doctoral programs, UNPRI is ready to become a strategic partner in nurturing an excellent, competitive, and high-integrity young generation in the region.
In his remarks, Dr. dr. Ali Napiah Nasution, MKT., MKM., Sp.KKLP(K)., representing the Rector of UNPRI, conveyed apologies for the Rector’s absence and warm greetings from the university leadership. He emphasized that this MoU is expected to have a positive impact on both UNPRI and Rokan Hilir Regency, particularly in developing the region through higher education. “UNPRI offers a wide range of disciplines and study programs, including health, pharmacy, law, economics, science and technology, education, agriculture, and psychology—all of which are relevant and can be developed in collaboration with local government for the progress of society,” he said.
Meanwhile, Rokan Hilir Regent H. Bistaman expressed his appreciation and great hope for this collaboration. He hoped that the MoU with UNPRI would serve as a strategic step to improve the competence of civil servants (ASN) and open broader collaboration in the fields of education, research, and community service to support sustainable regional development in Rokan Hilir Regency.
Accompanying the Regent of Rokan Hilir were Regional Secretary H. Fauzi Efrizal, S.Sos., M.Si.; Head of the Education Office Asril Arief, S.Sos.; Head of the Health Office Ns. Afridah, S.Kep., SKM., M.Kes.; Director of Dr. RM. Pratomo Regional General Hospital Bagan Siapiapi, dr. Tri Buana Tongga Dewi, M.Kes.; Head of the Human Resources and Development Agency (BKPSDM) Yulisma, S.Sos.; and Head of the Cooperation Division Iryan Cahyadi, S.E., M.B.A. With the implementation of this MoU, UNPRI strengthens its existence as an adaptive and proactive university in building cross-regional collaboration, while reaffirming its role as an excellent and socio-technopreneurship-based campus focused on information technology (IT) and digital innovation, as well as a strategic partner in human resource development in Rokan Hilir Regency in particular and nationally in general.
