Faculty of Law Public Lecture: Head of the Indonesian National Civil Service Agency (BKN RI), Prof. Zudan, Encourages UNPRI Students to Maintain Tolerance and Build a Smart Bureaucracy Towards a Golden Indonesia 2045

UNPRI, Medan – The Head of the Indonesian State Civil Service Agency (BKN), Prof. Dr. Zudan Arif Fakrulloh, S.H., M.H., served as a keynote speaker at the Public Lecture held by the Faculty of Law, Universitas Prima Indonesia (UNPRI) Medan. The event carried the theme “Smart Bureaucracy Toward Golden Indonesia 2045: Harmonizing Ethics, Law, and Technology in Smart Governance.”
The lecture took place at the Main Hall, 10th Floor, UNPRI Campus, Jalan Sampul No. 3, Medan Petisah, and was attended by thousands of students, particularly from the Faculty of Law. Bayu Widianto, S.H., M.H. acted as the moderator.
Vice Rector III of UNPRI, Refi Ikhtiari, representing the Rector, Prof. Dr. Chrismis Novalinda Ginting, M.Kes., AIFO-K., in his opening speech emphasized that the development of ethics is the foundation for shaping Indonesia’s excellent generation. He affirmed UNPRI’s commitment to producing graduates who are not only insightful in information technology–based socio-technopreneurship but also have noble character and strong moral integrity to build the nation’s civilization.
“Ethics is the soul of intelligence. Technology may advance, but moral and humanitarian values must never disappear,” he said.
In his lecture, Prof. Zudan expressed appreciation to the Faculty of Law for becoming a private university whose undergraduate, master’s, and doctoral programs have all been accredited “Excellent.” He emphasized that, in realizing Golden Indonesia 2045, the bureaucracy must be built upon three pillars: ethics, law, and technology.
He highlighted the importance of harmonizing moral values with digital intelligence so that public servants and citizens can adapt to changes without losing their identity. “The key to Golden Indonesia is harmony and unity. We have 17,504 islands, 1,347 ethnic groups, 720 languages, and 6 religions. Tolerance is the fundamental character of the Indonesian nation and the foundation of a smart bureaucracy,” he passionately concluded.
Prof. Zudan, known not only as a bureaucrat but also as an academic, connected the theme of the public lecture with the spirit of Youth Pledge Day. He emphasized that the choice of the Malay language as the national language reflects Indonesia’s awareness of tolerance and unity. He encouraged students to sharpen their critical thinking skills, to be discerning about information, and to have the courage to become agents of change.
“Be the first, even if not yet the best. Don’t be afraid to learn, and don’t be afraid to be different,” said Prof. Zudan, to which the audience responded with enthusiastic applause.
As a gesture of appreciation for UNPRI students’ enthusiasm, Prof. Zudan awarded scholarships worth IDR 3 million to two outstanding students who actively asked questions and participated in discussions. In his presentation, he also conveyed strategies toward achieving Golden Indonesia, including improving education quality, expanding employment opportunities, and eradicating stunting. He stressed that an advanced nation can only emerge from educated, healthy, and ethical citizens.
This public lecture became an important momentum for UNPRI’s academic community to strengthen its commitment to building smart governance rooted in the nation’s noble values. Through activities like this, UNPRI continues to demonstrate its role as a university that nurtures intellectually and emotionally intelligent generations, globally competitive, and with strong moral character in sustaining national harmony toward Golden Indonesia 2045.
