Permanent lecturer of Universitas Prima Indonesia (UNPRI) Dr. Rizkan Zulyadi SH, successfully earned a doctorate (S3) with a very satisfactory predicate in law from the University of North Sumatra (USU) in a doctoral promotion session led by USU Chancellor Prof. Dr. Runtung Sitepu SH Mhum, Wednesday (10/2). The doctoral promotion was witnessed by Prof. Dr. Suhadi SH MH (promoter) and Prof. Dr. Syafruddin Kalo SH MHum (corpromotor) and Dr. M Hamdan SH MH (promoter) and the examiners included, Prof. Dr. Suwarto SH MH, Prof. Dr. Ningrum Natasya Sirait SH, MLI and Prof. Dr. Adwani SH Mhum. Rizkan in his dissertation entitled, "People Smuggling as a Transnational Crime in Indonesia," said that a policy is needed to prevent and overcome the crime of people smuggling, including in the field of criminal policy.
The government in preventing criminal acts of people smuggling can implement penal and non-penal policies. The penal policy includes investigations and inquiries into perpetrators of the crime and prosecution of the perpetrators as well as criminalizing the perpetrators of the crime of people smuggling in state prisons. This is in accordance with the provisions of the Criminal Code, Criminal Procedure Code and Law No. 6-Year 2011.
Meanwhile, non-penal policies implemented by the government in handling human smuggling crimes include, among others, conducting regional cooperation such as the implementation of the Bali Process, cooperation in handling human smuggling between Indonesia and the Australian government and cooperation with countries in the ASEAN region regarding human smuggling that occurs in the Southeast Asia region.
USU Chancellor Prof. Runtung Sitepu said that the presence of lecturers at FH UNPRI who received doctoral degrees in the study of human smuggling crimes in Indonesia, will certainly increase mastery of knowledge, especially in handling human trafficking cases. "For USU, which currently has only 24 percent of its lecturers holding doctoral degrees, it will create a new atmosphere in the law faculty, especially in FH UNPRI, and will encourage other lecturers to continue improving their quality," he said.
Meanwhile, the Head of BPH UNPRI, Dr. Tommy Leonard SH MKn, gave his appreciation and thanked the USU Chancellor, who was previously the Dean of FH USU, for his cooperation with FH UNPRI, so that many FH UNPRI lecturers continue their doctoral study programs at USU, and many have also completed their doctoral degrees at USU. "FH UNPRI is committed to continuing to improve the human resources (HR) of its lecturers, one of which is to provide opportunities for its lecturers to continue their doctoral degrees," said the young doctor convincingly.
