Issuance of Regional Bonds as One Source of Development Financing

Business law expert, especially in the field of capital markets Prof. Dr. M.S. Tumanggor, S.H., M.Si., in a public lecture at the University of Prima Indonesia (Unpri) said that the issuance of regional bonds as one of the sources of development financing which was held in the Multipurpose Room of the Royal Prima Hospital, Jalan Ayahanda Medan, Monday (1/12).

"If the issuance of regional bonds can be realized, then in the APBD structure, regional bonds are one of the alternative sources of financing, and of course can also be financial support for the regional government," said Prof. Dr. M.S. Tumanggor, S.H., M.Si in front of students of the Faculty of Law (FH) Unpri at a Public Lecture with the Theme "Regulatory Principles Relevant to Initial Public Offering (IPO)".

The Public Lecture was attended by, Chairman of the Advisory Board of Universitas Prima Indonesia dr. I Nyoman Ehrich Lister, M.Kes., AIFM, Chairman of BPH Unpri Dr. Tommy Leonard, S.H., MKn., Advisor to Unpri dr.Sofian Wijaya, M.H.A., Director of Royal Prima Hospital dr. Deli Theo S.p. PK., MARS., Rector of Unpri, Prof. dr. Djakobus Tarigan, AAI., DAAK., Vice Chancellor I Seno Aji, S.Pd., M.Eng., Prac., Vice Dean of the Faculty of Economics (FE) Hendry, S.E., M.M., Dean of the Faculty of Technology and Computer Science UNPRI Abdi Dharma, S.Kom., M.Kom., and Head of Study Program Ronal Sianturi, S.H.

According to Tumanggor, regional bonds as a source of funds have long been used as discourse and discussion material in formal forums, both in the region and at the center. Therefore, Tumanggor hopes that the Government of North Sumatra can issue regional bonds for regional development, especially for infrastructure such as roads and hospitals. "Even if it is for a hospital, it must be a hospital that is already in the form of a Limited Liability Company (PT).

On the same occasion, Tumanggor also explained about the capital market. According to him, in any country, the development of the capital market is inseparable from criminal acts. Therefore, in this case, the Indonesian government with the enactment of Law No. 8 of 1995 aims to enforce the law, in order to create a strong, modern, efficient and orderly capital market.

It is stated that Law No. 8 of 1995 has outlined the types of criminal acts in the capital market, such as fraud, manipulation and insider trading. In addition to determining the types of criminal acts in the capital market, Law No. 8 of 1995 also stipulates criminal sanctions in the form of fines and imprisonment/imprisonment, for perpetrators with varying amounts or times. And, criminal acts in the capital market sector have unique characteristics, namely that the object of the goods is information.

Meanwhile, the Dean of FH Unpri DR. Tommy Leonard, S.H., M.Kn., in his speech said that the capital market is one of the main means in the development of a country's economy, including in Indonesia. According to Tommy, through the capital market, the public can participate in depositing funds that can be used by companies as additional capital so that companies can expand their businesses.

In practice, said Tommy, companies that make an Initial Public Offering (IPO), always experience obstacles because the capital market is an industry that has very strict regulations, including in conducting an IPO. "This is needed to protect public trust, especially trust in the capital market," said Tommy while saying, hopefully this public lecture can provide enlightenment and benefits for all of us.
