The Head of the Indonesian National Civil Service Agency (BKN) Encourages UNPRI Students to Maintain Tolerance and Build a Smart Bureaucracy Towards a Golden Indonesia 2045

Prof. Dr. Zudan Arif Fakrulloh, Head of the Indonesian National Civil Service Agency (BKN), invited UNPRI students to build an intelligent bureaucracy based on ethics, law, and technology to realize the vision of Golden Indonesia 2045.

The Head of Indonesia’s National Civil Service Agency (BKN), Prof. Dr. Zudan Arif Fakrulloh, S.H., M.H., was the keynote speaker at a public lecture organized by the Faculty of Law, Universitas Prima Indonesia (UNPRI) Medan, with the theme “Smart Bureaucracy Toward Golden Indonesia 2045: Harmonizing Ethics, Law, and Technology in Smart Governance.”

The event, held at UNPRI’s Main Hall, 10th Floor, Jalan Sampul No. 3 Medan Petisah, was attended by thousands of students, especially from the Faculty of Law. The lecture was moderated by Bayu Widianto, S.H., M.H.

In his lecture, Prof. Zudan praised UNPRI’s Faculty of Law as one of the private universities whose programs—from undergraduate to doctoral—have all achieved the “Excellent” accreditation. He emphasized that to achieve the vision of Golden Indonesia 2045, the bureaucracy must be built upon three main pillars: ethics, law, and technology.

He highlighted the need for harmony between moral values and digital intelligence so that both civil servants and society can adapt to the rapid changes of the era without losing their national identity. “The key to a Golden Indonesia lies in unity and harmony. We have 17,504 islands, 1,347 ethnic groups, 720 languages, and six religions. Tolerance is the foundation of a smart bureaucracy,” he stated passionately.

As both a bureaucrat and academician, Prof. Zudan connected the lecture’s theme with the spirit of the Youth Pledge, emphasizing that the adoption of the Malay language as the national language reflects the nation’s deep sense of unity and tolerance. He encouraged students to think critically, verify information, and become agents of change.

“Be the first, even if not yet the best. Never stop learning, never fear being different,” he advised, followed by applause from the audience.

As an appreciation for student enthusiasm, Prof. Zudan awarded scholarships worth Rp3 million to two outstanding students who actively participated in discussions.

He also outlined strategies toward achieving Golden Indonesia, including improving education quality, creating job opportunities, and eradicating stunting. “A strong nation can only emerge from an educated, ethical, and healthy society,” he said.

Representing the Rector, Refi Ikhtiari, S.Si., M.Sc., Ph.D., Vice Rector III of UNPRI, emphasized that ethical development is the foundation of Indonesia’s superior generation. “Ethics is the soul of intelligence. Technology may advance, but moral and human values must remain,” he said.

Chairman of UNPRI’s Board of Trustees, Prof. Dr. Tommy Leonard, S.H., M.Kn., stated that the public lecture served as a significant moment for UNPRI’s academic community to reinforce their commitment to building smart governance based on national values.

“Through such events, UNPRI reaffirms its role as a university that nurtures intelligent, globally competitive, and morally grounded graduates to contribute to a harmonious and prosperous Indonesia 2045,” said Prof. Tommy.

Also present were Dr. Herman, M.Si (Deputy for Civil Service Management), Dr. Samsul Hidayat, S.S., MPSDM (Director of ASN Talent and Career Development), and Dr. Janri Haposan Ulil Panusunan Simanungkalit, S.Si., M.Si (Head of BKN Regional Office VI).

From UNPRI, attendees included Prof. Dr. Ermi Girsang (Vice Rector II), Dr. dr. Ali Napiah Nasution (Vice Rector IV), Dr. Elvira Fitriyani Pakpahan (Dean of the Faculty of Law), and Dr. Bayu Pratomo (Chair of the Ethics and Discipline Commission and Head of the PPKS Task Force).
