Weak Regulation is a Real Challenge Faced by Indonesia in Anticipating the 2015 ASEAN Economy
The real challenge faced by Indonesia in anticipating the 2015 ASEAN economy lies in the weak regulation, coordination, the government's attitude which so far has been as if business as usual, the lack of socialization and preparation for the community and the business world. This was expressed by the Dean of the Faculty of Law (FH) 17 Agustus 1945 Surabaya Dr. Otto Yudianto, S.H., M.Hum., when giving a public lecture at the FH Universitas Prima Indonesia (Unpri), Wednesday (15/4) in the Multipurpose Room, 5th Floor, Royal Prima Hospital Medan.
"With a large ASEAN market of around 612 million, it is actually a big market opportunity for Indonesia, to be penetrated if Indonesia has sufficient competitiveness, both in the fields of goods, services, investment attraction and others," said Otto Yudianto. The public lecture with the theme Building Indonesian Legal Character Facing the ASEAN Community was attended by the Chancellor of Unpri Prof. dr. Djakobus Tarigan, AAI., DAAK., Vice Rector I Seno Aji, Vice Rector II Ermi Girsang, SKM., MKes., Dean of FH Unpri Dr. Tommy Leonard, S.H., MKn., vice deans and students of Unpri.
Otto Yudianto said that Indonesia's competitiveness readiness in facing the ASEAN Economic Community 2015 depends on the government's commitment. And, as we know, in this case, in 2008 the President through Presidential Instruction No. 5 of 2008 instructed the need for necessary steps, including through regulations in the form of Presidential Regulations and Ministerial Regulations to ensure compliance with the Blueprint of the ASEAN Economic Community.
Otto said that Singapore is the most prepared country, both in terms of regulations, government commitment, competitiveness of the goods and services sector, ease of doing business, investment attractiveness and others. Meanwhile, Malaysia is relatively ready. Because so far Malaysia has been one of the main drivers and executors of the ASEAN Economic Community. On the same occasion, Otto Yudianto also explained about building the character of Indonesian law.
According to him, building a legal character with Pancasila values is a shared obligation and responsibility to reverse the clock of legal history in Indonesia which has so far been oriented towards the western legal philosophy.
"The effort to build a legal character with Pancasila values is to wake up legal experts and economists from 'deep sleep' in the imaginary realm of liberalism and individualism, which until now has only dripped our natural wealth, namely if not to foreigners or to some of our people, but not evenly", he said.
Meanwhile, the Dean of FH Unpri Dr. Tommy Leonard, S.H., M.Kn., added that Indonesia as one of the ASEAN Members, cannot avoid the ASEAN Community Era.
According to this young Doctor, the issue of the ASEAN Economic Community in 2015 is one of the most highlighted at the moment. On the one hand, the ASEAN Economic Community provides a bigger market opportunity, but on the other hand, the ASEAN Economic Community will bring disaster to Indonesia if it is not faced wisely.
This bespectacled man also said that one of the factors that influences ASEAN's readiness in facing the ASEAN Economic Community is the legal character of each country. Where, the positive law of a country will influence each other. "In this case, Indonesia needs to maintain the character of Indonesian law based on Pancasila, to maintain the interests of the Indonesian state," he said.
At the end of his speech, Tommy hoped that this public lecture could provide enlightenment to FH Unpri students, how Pancasila plays a role in maintaining the character of Indonesian law in facing the ASEAN Economic Community.
