MOU FH UNPRI & REGIONAL OFFICE OF MINISTRY OF LAW AND HUMAN RIGHTS OF SUMUT
Head of Regional Office of Ministry of Law & Human Rights of North Sumatra Public Lecture at FH Unpri
The Dean of the Faculty of Law (FH) of Universitas Prima Indonesia (Unpri) Tommy Leonard, SH., MKn. and the Head of the Regional Office (Kakanwil) of the Ministry of Law and Human Rights of North Sumatra (Sumut) Baldwin Simatupang, Bc.IP, SH., MH., yesterday, signed a memorandum of understanding or MoU.
The signing of the cooperation was carried out at the Dental and Oral Hospital on Jalan Pabrik Tenun Medan. The event was also attended by Vice Rector I Prof. Dr. drg. Monang Panjaitan, MS., MA., Director of the Dental and Oral Hospital drg. Mellisa Sim, Director of the Unpri Legal Aid Bureau Gordon Wagirin, SH., M.Hum., MKn., and the deans/vice deans in the Unpri environment, Head of Study Program Ronald Hasudungan Sianturi, SH., MH., Secretary of Study Program, and all lecturers and staff of the Unpri Law Faculty.
After signing the MoU, the Dean of the Unpri Law Faculty Tommy Leonard, SH., MKn. in his speech said, to support the government program, the Unpri Law Faculty and the North Sumatra Regional Office of the Ministry of Law and Human Rights, agreed to make a Memorandum of Understanding as a basis for cooperation for activities to increase legal and human rights awareness, through legal and human rights consultation activities for the community.
Then, for activities to increase legal and human rights awareness through legal and human rights counseling for the community as well as for legal and human rights research and study activities.
As we know, Tommy said, human rights protection is a form of state commitment in order to respect human rights for all Indonesian people.
"At the national level, the commitment to human rights protection can be seen through the National Action Plan for Human Rights which must be followed by regions through various regional regulations (Perda) that have human rights nuances, so that human rights protection in Indonesia runs well," said Tommy again.
On the same occasion, Tommy also expressed his gratitude to the Head of the North Sumatra Ministry of Law and Human Rights Office who had supported the Tri Dharma activities of the FH Unpri University.
Meanwhile, the Head of the North Sumatra Ministry of Law and Human Rights Regional Office, Baldwin Simatupang, Bc.IP., SH., MH., in a public lecture at FH Unpri explained about Regional Regulations (Perda) that have human rights nuances. According to him, there are two groups of principles that must be considered. First, the principle of the formation of the Regional Regulation and the second is the principle of the material content of the Regional Regulation.
Simatupang said that in the principle of the formation of the Regional Regulation there must be clarity of purpose, the right institution or official who forms it and the suitability between the type, hierarchy and material content. "In addition, in that principle there must also be usefulness and effectiveness and openness," he said convincingly.
Meanwhile, in the principle of material content, said Simatupang, the Regional Regulation must also contain protection, humanity, nationality, kinship, nuance, Bhineka Tunggal Ika, justice, equality of position in law and government. And there must be order and legal certainty or balance, harmony and alignment. In between his public lectures, Simatupang explained the meaning of human rights. He said that human rights are a set of rights inherent in the essence of human existence as a creature of God Almighty and are His gifts that must be respected, upheld and protected by the state, government, law and must be respected by everyone, for the sake of honor, protection of human dignity and honor.
Therefore, Simatupang said again, the basic obligation of humans must carry out this. There are at least three that must be obeyed, namely obeying human rights laws, defending the country and respecting human rights.
At the end of his general lecture, Simatupang said that regional regulations must have a human rights nuance. Regional regulations must contain human rights values. "There is no development without security. There is no security without development and neither without human rights," he said.
To the students of FH Unpri, Simatupang hopes that his students will study seriously so that later they will understand the law. It is also hoped that FH Unpri will be truly excellent in producing reliable sons and daughters in the field of law. So that they can serve the nation and state in terms of law enforcement.
