Building an Ethical and Adaptive Generation in the Digital Era for a Golden Indonesia 2045

UNPRI, Medan – The Head of the National Civil Service Agency (BKN) of the Republic of Indonesia, Prof. Dr. Zudan Arif Fakrulloh, S.H., M.H., attended as a keynote speaker at the Public Lecture of the Faculty of Law at the Main Campus of Universitas Prima Indonesia (UNPRI) Medan with the theme “Smart Bureaucracy Toward Golden Indonesia 2045: Harmonizing Ethics, Law, and Technology in Smart Governance.” The event, held in the Main Hall on the 10th floor of the UNPRI Campus, Jalan Sampul No. 3 Medan Petisah, was attended by thousands of students, particularly from the Faculty of Law, and moderated by Bayu Widianto, S.H., M.H.

UNPRI’s Vice Rector III, Refi Ikhtiari, representing the Rector, Prof. Dr. Chrismis Novalinda Ginting, M.Kes., AIFO-K., stated in her opening remarks that the development of ethics is the main foundation in realizing an excellent generation for Indonesia. She emphasized that UNPRI is committed to producing graduates who are not only socio-technopreneurship-minded and information technology–based but also possess noble character and strong moral values in building the nation’s civilization. “Ethics is the soul of intelligence. Technology may advance, but moral and human values must never be lost,” she said.

In his lecture, Prof. Zudan, who appreciated the Faculty of Law for being a private university whose undergraduate, master’s, and doctoral programs are all accredited “Excellent,” stressed that toward Golden Indonesia 2045, bureaucracy must be built upon three pillars: ethics, law, and technology. He highlighted the importance of harmonizing moral values with digital intelligence so that civil servants and society can adapt to the changing times without losing their identity. “The key to Golden Indonesia is harmony and unity. We have 17,504 islands, 1,347 ethnic groups, 720 languages, and 6 religions. Tolerance is the fundamental character of the Indonesian nation and the foundation of a smart bureaucracy,” he said passionately.

Prof. Zudan, who is not only a bureaucrat but also an academic, connected the theme of the public lecture with the spirit of the Youth Pledge, emphasizing that the choice of the Malay language as the national language reflected the nation’s awareness of tolerance and unity. He reminded students to continuously sharpen their critical thinking, not to easily believe in unverified information, and to have the courage to become agents of change. “Be the first, even if you are not yet the best. Do not be afraid to learn, do not be afraid to be different,” said Prof. Zudan, followed by enthusiastic applause from the audience.

As a form of appreciation for the spirit of UNPRI students, Prof. Zudan awarded scholarships worth Rp3 million to two outstanding students who dared to ask questions and engage actively in discussions. In his presentation, he also shared strategies toward Golden Indonesia, including improving the quality of education, expanding employment opportunities, and eradicating stunting. He emphasized that a great nation can only be born from an educated, healthy, and ethical society.

This public lecture became an important momentum for the UNPRI academic community to strengthen its commitment to building smart governance based on the nation’s noble values. Through activities like this, UNPRI continues to demonstrate its role as a university that nurtures intellectually and emotionally intelligent generations, globally competitive, and morally grounded in preserving national harmony toward Golden Indonesia 2045.

Also present at the event, in addition to Prof. Zudan, were the Deputy for Civil Service Management Development, Dr. Herman, M.Si.; the Director of ASN Talent and Career Development, Dr. Samsul Hidayat, S.S., MPSDM; and the Head of Regional Office VI of BKN, Dr. Janri Haposan Ulil Panusunan Simanungkalit, S.Si., M.Si.

From UNPRI, attendees included Vice Rector II, Prof. Dr. Ermi Girsang, M.Kes., M.Biomed., AIFO; Vice Rector III, Refi Ikhtiari, S.Si., M.Sc., Ph.D.; Vice Rector IV, Dr. dr. Ali Napiah Nasution, MKT, MKM, Sp.KKLP(K); Dean of the Faculty of Law, Dr. Elvira Fitriyani Pakpahan, S.HI., M.Hum.; Dean of the Faculty of Economics, Assoc.
