INDONESIA HAS NOT HAD A LEX SPECIALIST CYBER SECURITY POLICY TO DATE

Retired Lieutenant General TNI Dr. Syarifudin Tippe, M.Sc., At a Public Lecture at FH Unpri

Indonesia until now does not have a cyber security policy that is lex specialis. This was stated by the Head of Postgraduate Program, Jayabaya University, Jakarta, Lieutenant General TNI (Ret.) Dr. Syarifudin Tippe, M.Si., at the General Lecture of Universitas Prima Indonesia (Unpri), on the 5th floor of Royal Prima Hospital, Jalan Ayahanda, Medan, Friday, September 5, 2014.

"In fact, cyber security policies in various countries show that each country has a policy that is lex specialis in cyber security according to the potential threats inherent in the context of the state defense system," said Lieutenant General TNI (Ret.) Dr. Syarifudin Tippe, M.Sc., in front of hundreds of students of the Faculty of Law (FH) Unpri.

The public lecture was attended by the Advisor of the Prima Indonesia Higher Education Foundation, dr. I Nyoman Ehrich Lister, M.Kes., AIFM, Chairman of the Daily Executive Board of Universitas Prima Indonesia who is also the Dean of the Faculty of Law Unpri, Dr. Tommy Leonard, S.H., M.Kn., Advisor to Unpri, dr. Sofian Wijaya, M.H.A., and Prof. Sanwani Nasution, S.H., member of the North Sumatra DPRD Commission E for Education, Sofar Siburian, S.H., M.H., Deputy Chairman of the Medan DPRD, Ikrimah Hamidy, S.T. Lieutenant General TNI (Ret.) Dr. Syarifudin Tippe, M.Si., said that the data shows that the development of information and communication technology, both from the service provider side and the digital service users, shows that the value of internet utilization in Indonesia has increased sharply. So that dependence on the internet as a communication medium is also increasing.

"This condition can be said that the potential for threats and disruptions through information and communication technology media that can directly or indirectly disrupt and threaten the sovereignty of the Unitary State of the Republic of Indonesia is also increasing," he said.

According to him, the form of disruption or attack can be categorized as cyber war. Some cyber attacks that have been experienced in the form of threats and disruptions include the cyber war between Indonesia and Portugal in 1999. The cyber war between Indonesia and Malaysia from 2007 to the present.

Then, in 2002 he said, Indonesia was ranked second after Ukraine in terms of crimes that utilize information technology, especially online fraud. "Various threats and attacks or disruptions make us aware of the need to secure various national strategic assets and infrastructure, which is not enough with just physical security, but it is very necessary to carry out cyber security as well, by utilizing information and communication technology," he said.

Lieutenant General TNI (Ret.) Dr. Syarifudin Tippe, M.Sc., also added that in addition to national strategic infrastructure, security for public and personal interests is also needed. Cyber ​​security cannot be done as a sporadic and casuistic effort, but must be carried out systematically, coordinated, and integrated.

It was also stated that the implementation of cyber defense in Indonesia at this time has not been coordinated nationally and is still sectoral, based on the interests and capabilities of each. "The capabilities and deterrence of Indonesia's cyber defense are still weak. So it is vulnerable to massive attacks," he said.

For this reason, he said, the role of international cooperation is needed to support the success of the implementation of cyber defense. In this case, human resources (HR) have an important role in cyber defense. Therefore, a HR development strategy is needed that is supported by a continuous competency improvement program.

Meanwhile, the Dean of FH Unpri, Dr. Tommy Leonard, S.H., M.Kn., expressed his interest in the title of the paper "Quo Vadis Law in Defense Perspective" delivered by Lieutenant General TNI (Ret.) Dr. Syarifudin Tippe, M.Sc., at the public lecture.

Talking about Quo Vadis, said Tommy Leonard, it is clear that law in principle leads to and prioritizes justice, namely justice in moral and humanist principles.

"When viewed from a defense perspective, this indicates that defense is not just a study of military field alone, but defense will affect defense in the fields of ideology, legal politics, technology, socio-culture, economy, and so on," Tommy explained.

Tommy said, the idea of ​​Lieutenant General TNI (ret.) Dr. Syarifudin Tippe, M.Sc. is a very valuable idea, a brilliant idea and very meaningful. "This idea will provide a very valuable contribution in improving dignified law enforcement in this country," he said.
