The regulation for granting Honorary Doctorate degrees is contained in the Minister of Education and Culture Regulation No. 21 of 2013 concerning the Granting of Honorary Doctorate Degrees. In the Regulation of the Minister of Education and Culture, it is stated that Honorary Doctorate is an honorary title given by a University to someone who is considered to have rendered outstanding services and/or works for science, technology, art, social, culture, and/or services in the field of humanity and/or society. Universities can grant Honorary Doctorate degrees to Indonesian citizens and/or foreign citizens.

A University that grants an Honorary Doctorate degree must have a faculty or department that organizes the same field of science as the field of science that is the scope of the services and/or works for the candidate for the Honorary Doctorate degree.

These administrative requirements have been fulfilled by Universitas Prima Indonesia with the existence of a Doctoral Study Program in Health Sciences that is accredited as Excellent based on the Decree of the Management of the Association of Independent Accreditation Institutions for Indonesian Health Higher Education (LAM-PTKes) No. 0007/LAM-PTKes/Akr.Bd/Dok/X/2022, dated October 21, 2022

Universitas Prima Indonesia continues to make various achievements and breakthroughs that make education in Indonesia in general and specifically LLDIKTI regional 1 proud, as stated by the Head of LLDIKTI Region 1, Prof. Drs. Saiful Anwar Matondang M.A, Ph.D in his remarks.

"In our records, UNPRI and Prof. Nyoman have extraordinary achievements, the first PTS doctoral program in medicine, then management and law, this is extraordinary. Then, last month the specialist SK, the most difficult study program to open, this is truly Prima," continued Prof. Saiful, "I am very proud because under LLDikti 1 there is a doctoral program in medicine managed by PTS, so far it has only been in Java, in Jogja, in Bandung, Mr. Nyoman has proven that he can open a doctoral program in medicine in Sumatra."

"On this happy day (Saturday, March 18, 2023), UNPRI has again made a very proud achievement, 2 Doctors were simultaneously awarded Honorary Doctorates. This is possible because UNPRI's Doctoral degree in medicine has received Superior accreditation, moreover, these two figures are doctors with various achievements that are beyond doubt," continued the Head of LLDikti Region 1.

Prof. Saiful added that in the future, the progress shown by UNPRI, especially in the fields of health and medicine, is believed to be able to make Medan compete with Jogja and Bandung in the goal of becoming a city of health and tourism. Furthermore, in the future, Medan is expected to be like Penang in Malaysia which is always a reference for medical treatment, with the existence of RSU Royal Prima with international standards.

Finally, Prof. Saiful also highlighted the breakthrough of Universitas Prima Indonesia which has submitted a transfer of management of several study programs in Pekanbaru. He said, "once again, this is the first in Sumatra, it is truly Prima"

In his scientific speech, Dr. (H.C) dr. Ribka Tjiptaning, A.Ak stated that the health systemhealth insurance in Indonesia, especially health insurance that we now know as BPJS must remain based on the state philosophy, namely Pancasila, in contrast to the capitalist principles adopted by developed countries.

This figure who is vocal in fighting for BPJS in the Indonesian House of Representatives (DPR RI) has mapped out that the health system in Indonesia is still far from the values of Pancasila, namely equitable health (Sila 5), every citizen has the right to receive the same health and health services.

Then, Dr (H.C). dr. Daniel Tjen, Sp.S discussed the importance of biodefense in the development of the world of health and national security. This presentation is an increasingly relevant topic in the post-Covid-19 pandemic recovery era. Unlike aspects such as chemical weapons or nuclear threats that can be detected more quickly, biological elements such as viruses, bacteria and reagents are more difficult to control because they can mutate. In addition, until now there is still no mechanism that regulates the use of biological weapons.

As a defense against biological threats, Dr. (H.C) Tjen reviewed the need for biological security (biodefence). One aspect that can develop in the future is the need to maintain national resilience in terms of the availability of environmentally friendly food. This means, without animal elements and also agriculture without soil.

Concluding his presentation, Dr. (H.C) Tjen believes that in the future, Universitas Prima Indonesia and RSU Royal Prima will be able to become pioneers in the development of medical science based on artificial intelligence (A.I) and synthetic biology. Moreover, the field of immunology awaits active contributions from UNPRI and RSU Royal Prima.

"UNPRI and RSU Royal Prima will play an active role in the health and general environment. Our principle is, we do not want to be a follower, but the leader. I am sure this is because UNPRI, driven by the rector's wife (Prof. Chrismis) and with full support from the founder (Prof. Nyoman), has established general and satellite hospitals. We are sure UNPRI can become a leader in the health sector, not only in North Sumatra, nationally, but also at the regional level in Asia," said Dr. (H.C) Tjen ending his scientific oration.
