Human Smuggling Transnational Crime
Human smuggling for the purpose of being traded is one form of criminal action as a transnational crime in Indonesia. "Therefore, a policy is needed for the prevention and handling of human smuggling crimes, including in the field of criminal policy," said Dr. Rizkan Zulyadi SH, Thursday (12/2) According to Rizkan, in his dissertation presented in the doctoral promotion session of law at the University of North Sumatra (USU), the government in preventing criminal acts of human smuggling can apply penal and non-penal policies.
The penal policy, he said, includes investigations and inquiries into perpetrators of criminal acts and prosecution of the perpetrators while simultaneously criminalizing perpetrators of human smuggling in state prisons. "The action against the punishment is given in accordance with the provisions of the Criminal Code, Criminal Procedure Code and Law Number 6 of 2011," said in the doctoral promotion session led by USU Chancellor Prof. Dr. Runtung Sitepu SH, MHum.
Meanwhile, non-penal policies implemented by the government in handling human trafficking crimes include regional cooperation such as the implementation of the Bali Process, which is a collaboration between Indonesia and the Australian government and cooperation with countries in the ASEAN region against human trafficking that occurs in the Southeast Asia region.
Rizkan Zulyadi, a permanent lecturer at Universitas Prima Indonesia (Unpri), successfully defended his dissertation entitled "People smuggling as a transnational crime in Indonesia". USU Chancellor Prof. Runtung Sitepu said that Rizkan's success in obtaining a doctoral degree in the study of human trafficking crimes in Indonesia will increase his mastery of special knowledge in handling human trafficking cases.
Separately, the Head of BPH Unpri. Dr Tommy Leonard SH MKn expressed his appreciation to USU Chancellor Prof Runtung for his cooperation with FH Unpri. Thanks to this cooperation, many FH Unpri lecturers continued their doctoral study programs at USU and earned doctoral degrees. To improve the competence of teaching staff, Unpri is committed to continuing to improve the human resources of lecturers, one of which is by providing opportunities to continue their doctoral studies.
