Public Lecture by the Chief Justice of the Supreme Court of the Republic of Indonesia, Prof. Dr. Topane Gayus Lumbuun, S.H., M.H. at the Prima Indonesia University
Road Map Can Be Used as Reference in Implementing Judicial Functions.
Friday, February 7, 2014, Chief Justice of the Supreme Court (MA) of the Republic of Indonesia (RI) Prof. Dr. Topane Gayus Lumbuun, S.H., M.H., said, "The Road Map can be used as a reference in implementing clean and dignified judicial functions".
This was stated by Gayus Lumbuun in a public lecture on "Supremacy of Law in the Era of Democracy" in the Hall of Royal Prima Hospital, Jalan Ayahanda, Medan. Present at the event were the Advisor of the Unpri Foundation, dr. I Nyoman Ehrich Lister, M.Kes, AIFM, Head of the Unpri Daily Executive Board (BPH), who is also the Dean of the Unpri Faculty of Law, Tommy Leonard, S.H., M.Kn., Unpri Rector, Prof. dr. Djakobus Tarigan, AAI, DAAK, Vice Rector I of Unpri, Prof. Dr. drg. Monang Panjaitan, M.S., M.A., Vice Rector II Unpri, Ermi Girsang, SKM, M.Kes, Head of Public Relations Unpri, Ramli J Marpaung S.H., M.M., Director of Royal Prima Hospital, dr. Deli Theo, SpPK, MARS, Director of Dental and Oral Hospital, drg. Mellisa Sim, all deans and vice deans, heads of study programs and all lecturers and staff at Universitas Prima Indonesia.
"The Supreme Court has formulated a Road Map for Judicial Reform that has been systematically and comprehensively compiled, which is stated as Attachment I of the 2010-2035 Judicial Reform Blueprint," said Gayus Lumbuun. Gayus said that the Road Map will be implemented gradually over 25 years.
He said that the 2010-2035 Judicial Reform Blueprint is based on the need to strengthen the legal institutions of the Supreme Court and Judicial Bodies with 2 (two) main targets, namely: the realization of a Performance Based Organization, and a Knowledge Based Organization.
"In the blueprint, it is also formulated that one of the criteria for the Supreme Judicial Body is if the Judicial Bodies have been able to manage and foster competent Human Resources (HR) with objective criteria, so that Judges and Judicial Apparatus with integrity and professionalism are created," he said firmly.
The keywords of integrity and professionalism, said Gayus, are competence, a combination of Skills, Knowledge, and Personal Attributes that can be seen and measured from the work behavior displayed. To obtain competent judicial human resources, there must be steps to improve the quality of human resources of the Judicial Body that are planned in judicial reform programs.
These professional and highly integrated human resources are expected to be able to carry out democratic law enforcement duties, in the sense of making humans or the people the core of fair decisions, without discrimination. "In the future, it is hoped that the phrase "the law is blunt upwards, sharp downwards" will disappear from the conscience and actions of law enforcement officers based on the principle of equality before the law," said Gayus again.
He added that the judicial reform agenda includes the fields of technical judicial functions, case administration management, supervision management, HR management, education and training, financial management, information management, and technology management.
Overall, the reform agenda will be completed in 2030 and starting in 2030 it can be implemented comprehensively. The earliest agenda to be completed is financial and asset management. While the last, which is the core of the judicial function is the technical judicial function and judicial administration management.
Meanwhile, the Dean of the Faculty of Law Unpri, Tommy Leonard, S.H., M.Kn., added, entering the era of reform, the supremacy of law and democracy are 2 (two) things that are the longing of the Indonesian people, to improve the life of the nation and state.
According to Tommy, the supremacy of law and democracy are 2 (two) things that are very closely related where in the supremacy of law places the principle of law as the highest power, while in democracy describes the sovereignty of the people (democracy) as the highest power.
Tommy said, this public lecture is an opportunity for Unpri students to get enlightenment, how the supremacy of law guards democracy in Indonesia so that it can walk together towards the goals of the state as stated in the Preamble to the 1945 Constitution, namely protecting the entire Indonesian nation and all of Indonesia's blood.
