Competent Human Resources One of the Important Aspects That Need to be Prepared in Facing MEA 2015

RE Foundation Advisor Dr. RE Nanggolan, M.M., said that one of the important aspects that this nation needs to prepare in facing the 2015 ASEAN Economic Community (AEC) is a competent workforce (HR). This is because the quality of Human Resources (HR) is a determining factor in the success of development and progress of a nation. This was stated by RE Naninggolan at the North Sumatra Discussion Club (SDC) II event held by Universitas Prima Indonesia (Unpri) in collaboration with the RE Foundation, Thursday (27/5) in the Multipurpose Room on the 5th Floor of Royal Prima Hospital, Jalan Ayahanda Medan. The event, which raised the theme 'Readiness of the Workforce and the Role of the Education World of North Sumatra in Facing the 2015 MEA', presented speakers Polin Pos Pos, PhD., (economic observer), Prof. Bachtiar H Miraza (Professor of the University of North Sumatra), Head of the North Sumatra Manpower and Transmigration Service Drs. Bukit Tambunan, M.A.P., Coordinator of Kopertis Region I Prof. Dian Armanto, M.Pd., M.A., M.Sc., PhD., Dr. Parulian Simanjuntak (Rector of HKBP Nomensen University), Dean of the Faculty of Economics Drs. Kasim Siyo, M.Si., PhD., Dr. Edward Simanjuntak, M.M (government expert), Drs. Thoga M Sitorus, M.Sc., (labor observer). Also attended by Vice Rector I Seno Aji, S.Pd., M.Eng, Prac., Dean of the Faculty of Economics (FE) Unpri Cut Fitri Rostina, S.E., M.M., Dean of FTIK Unpri Abdi Dharma, S.Kom., M.Kom, Vice Dean of FE Hendry, S.E., M.M., Marketing Director of PT Bank Sumut Ester Junita Ginting.

"Workers from various MEA member countries who have higher work competencies will certainly have wider opportunities to gain economic benefits within the scope of the MEA," said RE Nainggolan.

Indonesia, said RE Nainggolan, must immediately prepare itself to face the 2015 MEA. Because, the most concrete impact of the MEA agreement will create a free market in the fields of capital, goods, services and labor.

According to RE Nainggolan, improving the quality of human resources must be directed at mastering science and technology to support economic activities to be more competitive. The fulfillment of quality and superior human resources because they master science and technology will affect the industrial structure in the future.

That is why RE said, we from the elements of society are holding this discussion. Through this discussion we can know exactly what problems and challenges or opportunities and chances we will get, especially in North Sumatra. When the MEA starts rolling, from here we see various things, the first is that there is indeed a very broad opportunity especially if our products can be sent to various countries in the ASEAN region with a zero percent tariff on import duties. And, there are opportunities for our workforce to be sent abroad.

The results of this discussion, said RE, will be forwarded to the Governor of North Sumatra as the responsibility of the community to provide support to the governor, so that the existing programs of the Governor of North Sumatra can be successful in the MEA in the future. "The first discussion was also like that, there were many explanations from experts, academics and practitioners that were very good that we should reflect on together," said the Unpri advisor convincingly.

Meanwhile, the Head of the North Sumatra Manpower and Transmigration Office, Drs Bukit Tambunan MAP, stated that this DSC was a very positive activity and could contribute to the government, both regional and central governments. "From the results of this discussion, there were many steps and inputs such as from universities, about how we face the MEA," he said.

What is demanded now, said Tambunan, is quality, because in the future we will no longer talk about Natural Resources (SDA) in facing the MEA, but how HR can have potential. In North Sumatra, we have HR potential, it's just about the quality and demands.

From the figures, he said, our workforce is still dominated by workers who have graduated from Elementary School (SD), Junior High School, and High School so that jobs are limited. For that reason, it will be driven by universities, how the curriculum will be in the future. The education system has an important meaning in responding to the demands of the job market that requires skilled workers, in various types of jobs. The provision of educated workers must not only meet the need for a number that is needed. However, what is more important is the types of expertise and skills that are in accordance with the needs of the industrial world.

Meanwhile, Drs. Thoga M Sitorus, M.Sc., (labor observer) said, in this case there are two main problems that should be put forward in discussing the issue of human resources in Indonesia. The first is related to the low quality of human resources and the second is related to the still high unemployment rate.

According to him, the two These two problems require a picture of how gloomy the condition of Indonesian human resources is in the midst of dynamic global developments. Therefore, in facing the era of the global market (AEC 2015), educational institutions are required to have a curriculum based on competency standards that include knowledge, skills, attitudes and graduates who have these three provisions are expected to be ready to enter the dynamics of the real world of work.

Meanwhile, the Coordinator of Kopertis Region I Prof. Dian Armanto, M.Pd., M.A, said, in accordance with the issuance of Presidential Regulation No. 8 of 2012 and Law No. 12 of 2012 on PT, private universities (PTS) in North Sumatra are expected to implement a curriculum that refers to the Indonesian National Qualification Framework (KKNI).

According to Dian Armanto, this KKNI is a guideline for all universities in compiling academic programs. Therefore, all PTS in North Sumatra must use the guide as a guideline for organizing learning activities to achieve higher education goals, "Because KKNI will be a barometer of graduates of each university. A student's graduation must be seen as a whole, what he or she wants to be if he or she graduates. Because the growth of graduates with available jobs is like a geometric progression. It is no longer balanced. There is a very large gap. That is why PT must have standards and competencies for its graduates", said Dian.
